«Social and Cultural Innovation» is a syntagma that has become of current usage among researchers due to the name chosen by the European Strategy Forum Research Infrastructures for the working group whose object are the research infrastructures that are primarily connected with Social Sciences and Humanities. Innovation means the creation of new products and services by bringing to the market a new idea. Economic growth turns on infrastructures, which provide access to services and knowledge, e.g. by overcoming the digital divide. It is up to the national governments to construct competencies that generate complexity. The current migrants and refugees crisis has made it clear with a terrific effectiveness that a most urgent objective is working out policies of social and cultural innovation to the advantage of new citizens that make them welcome in full dignity.
