The issue of evaluation of human resources is the subject of very high importance for management. The aim of this paper is to propose a methodology for the evaluation of human resources, as it is assumed to be essential for the strategic management of personnel. The outcome of the paper is supposed to provide answers to the following questions: why to evaluate?, what to evaluate?, how to evaluate?, when to evaluate? The presented analysis results from the research conducted by the authors in the co-operation with the managers from Italian Universities and an important consulting firm. The key elements resulting from the survey can be summarised in three following topic areas: - managers’ involvement in the evaluation system and in the objectives settlement, - experiences sharing at the inter-university level, - self-evaluation, as a fundamental element during assigning higher responsibility to the evaluated person and enhancing his participation. Human resources evaluation has always to be the subject of a discussion and comparison, as these are the only constantly valid instruments of the strategic personnel management improvement.
