The perception of the deterioration of geographic and economic resources, limited by nature and, traditionally, ‘reserve’ of national competitors, the consequent concern for investments amplified by the media battage, stretches the terms of the debate on the application of the Bolkestein Directive almost to the point of breaking. The issue has thus become a sign of ‘malaise’, destined to mark a partial detachment between Italy and Europe. In the attempt of correcting the perception of a gap, the article presents a very short digression about the 'litora maris' and their historical statutes, with particular emphasis on the centrality of the relationship between community and territory in defining economic and political interests between Italy and Europe.
La percezione del logorarsi di spazi geografici e di risorse economiche per loro natura limitati e tradizionalmente ‘riserva’ di competitori nazionali, con la conseguente preoccupazione per gli investimenti imprenditoriali a rischio, amplificata dal battage mediatico, ha teso sin quasi al punto di rottura i termini del dibattito sull’applicazione della direttiva Bolkestein, finendo per promuovere la questione a indizio di un ‘malessere’, destinato a segnare un parziale distacco fra Italia ed Europa. Nel tentativo di contenere la percezione del distacco si propone una brevissima digressione sui 'litora maris' e sul loro statuto storico-giuridico, al fine di rimarcare il particolare rilievo dato alla centralità del rapporto identitario fra comunità e territorio nel definire gli interessi economici e gli equilibri politici fra Italia ed Europa.
