During the last decades competence approach has been widely introduced and implemented in the processes and practices of school–based initial VET systems. Competence also guides national and international (European) reforms of school-based VET systems. Introducing competence to schoolbased VET systems has been researched from different methodological and disciplinary approaches. There is a lack of systemic and comprehensive comparative studies and discussions of experts and researchers on the implications of implementing competence-based approaches in school-based VET systems in the fields of curriculum design, didactics of VET, assessment and institutional change of VET systems. This paper aims to disclose and compare implications of competence approach to the reforms of the initial VET systems in Italy and Lithuania. The paper analyses reforms in the initial VET system of Italy and Lithuania implemented in the period of the last 25 years. The conceptual framework of this research combines the historical institutionalism and constructivism approaches in researching institutional and methodological aspects of the application of competence approach.
