Performance-based funding is used in university systems all over the world, alongside traditionalformula funding systems. In Italy this happened with the introduction of a new three-year planningregulation. The research described in the article has two main objectives. On the one hand, it presentsan analysis of Italian universities’ performance in the years 2004-2010, based on the indicatorsused in the planning law, with the aim of verifying if the new law produced an improvement inthe universities’ performance. On the other hand, it critically analyzes the proposed indicators, inlight of the limitations and “side-effects” that the literature attributes to performance-based fundingsystems. The results of the two analyses offer ideas for further research.
