This paper concerns the rules of engagement – ROE – in military operations carried out by the Western countries (Italy, Belgium, France, U.S.A. and E.U.). It begins by analysing the complexity of the law of armed conflict and then it focuses on the ROE, on their juridical nature and on the effects of the individual behaviour of the members of the armed forces. In conclusion, it examines the position and the treatment of the ROE in the Italian legal system.
