The paper discuss the evaluation of university performances, starting from the theories of New Public Management and Public Value Management. Innovation in public administrations is based on the concept of value: all the public administrations, in fact, can and have to create value, also economic value. The absence of market entails that evaluation programs are necessarily applied to recognize public value. Evaluating core activities of universities is a very complex practice, because there are close connections between research and teaching.
