The article investigates the institutional characteristics of the Neo-Assyrian state and its ideology, discussing the propriety of using the term empire to describe this organization and its legacy. It provides examples concerning the functioning of administrative structures and the importance of the royal cultural policy, which devoted special attention to the Sumero-Akkadian tradition and the developments of technical sectors of knowledge.
