How and why policy moves across borders and scales has long attracted attention among global education policy researchers. Different disciplinary knowledge and scholarly traditions have been mobilized to capture and explain such a phenomenon. Policy diffusion, borrowing, transfer, translation, assemblage, and appropriation are just a few of the most popular conceptions that political scientists, sociologists, and anthropologists of education have used to grasp and explain not only why national education systems of the most diverse countries, from a macro perspective, have come to resemble each other under the forces of globalization but also why they are still genuinely different from micro perspectives.
