The present article aims at analysing the key features of the Multinational Security Support Mission mandate. First it will be highlighted how the UN authorisation to deploy the MSS under the leadership of Kenya signed a return to the model of multinational missions carried out by a “coalition of States”. Second, some novelties in the deployment of this coalition of States will be sig- nalled in comparison with the practice of operations authorized by the UN SC in the 1990s and early 2000s. Third, the analysis will focus on the MSS human rights compliance and oversight mechanisms provided for in Resolution 2699 (2023). The strengths and weaknesses of these inno- vative mechanisms will be discussed, together with the first elements of their partial implementation by the MSS.
