Pointing out how the theme of the origins of the City Government has suffered for a long time a lack of interest from the community of historians, the author focuses on the latest research that today, add new ideas for investigation on the political and social assumptions, factors that led some cities in southern France, Arles and Avignon in particular, to provide with a high degree of autonomy, thanks to the initiative of the small military aristocracy and the seniors citizens.
