Study on the applicability of internationsl and domestic minority rights to immigrants. While the tarhet groups are different, so are the verious minorities to which the international norms are addressed. And while these norms have clearly not been developed having immigrants in mind, the instruments are the closest existing legal tools to accommodate diversity in societies. Therefore, the debate is ideologically loaded but leagally the answer is relatively simple
