Analysis of the evolution of language rights of persons belonging to national minorities in hte past 20 years (since the adoption of the Oslo Recommendations on Linguistic Rights of National Minorities 1998). Such analysis reveals significant improvements in the legal framework, followed by a step back that makes the challenges much more subtle and difficult to approach. The paper argues that only a societal approach whch does not limit itself to minority rights as something confined to mnorities only but addresses societies as a whole can create the basis for successful conflict prevention in the years to come
