The REACH Regulation has established a Board of Appeal, which is part of its structure, to resolve certain disputes arising from application of the Regulation. Unlike other similar cases of non-judicial dispute resolution established by EU law, the procedure provided for ECHA Board of Appeal is precisely laid down by the REACH Reg. and by a Commission Regulation with regard to the parties and their rights, time limits and effects. This notwithstanding, some uncertainty remains both for the legal classification of the Board and its relationships with the other Agency’s departments or bodies
