The main initiatives undertaken by the Secretary General Guterres to reform UN peace operations will be discussed. It is maintained that the reform has a mere “organizational” value as it centers on the re-organization of existing offices of the UN peace and security pillar. Whereas, the most critical aspects of UN peace operations have not been addressed. The analysis focuses on the responsibility gap for wrongful conduct carried out in these missions. Some proposals de iure condendo will be outlined with a view of developing sounder liability mechanisms to address third-party claims.
