Participatory democracy and its tools: Perspectives for Belarus

In recent times, participatory procedures are becoming the rule not only at local level, but also in constitutional processes, both for constitutoinal reforms and for more comprehensive constitution-making. While forms and degree of participation vary in time and intensity due to a number of factors, their presence is changing the way constitutions are written or reformed. The paper provides a comparative survey of such processes and instruments with a view to offering to the Belarussian constitutional drafters and legislators modern instruments for democratic decision-making
