The article compares the framework of the right-to-work protections for workers that access the labour market on humanitarian grounds with the reality of the refugee gap, i.e., the disadvantage of refugees in the labour market compared to both national workers and the rest of the migrant population. The aim is to understand the nature of the refugee gap and reflect on the measures for ensuring the effectiveness of the right to work. The analysis is structured around four issues: the issue of the relationship between permit of stay and work, the governance of integration measures, assessment and skills development, and measures to facilitate labour market integration. In conclusion, it reflects on the fact that these measures were not incorporated into the PNRR (the National Recovery and Resilience Plan) and the implications of this choice.
