Water management and municipal waste management services have been involved, in recent years, in a series of regulatory measures which have substantially modified their institutional structure. This measure consists in a rule abolishing the Autorità di ambito territoriale ottimale (optimum sub-area authorities). Responsibility for organization and management of these services shall no longer be delegated to the sub-area authorities, as dedicated, specialized bodies, and shall, instead, be delegated to the municipal, provincial and regional government authorities.

Abstract
Water management and municipal waste management services have been involved, in recent years, in a series of regulatory measures which have substantially modified their institutional structure.
